Karen Evans
Karen Evans, CPA, serves as Assistant City Manager and Chief Financial Officer for the City of Bellmead. She has more than 25 years of experience in governmental accounting, municipal budgeting, financial reporting, treasury management, internal controls, and public administration.
Since joining Bellmead in December 2018, Karen has led a comprehensive modernization of the City’s financial operations. Her accomplishments include preparing the City’s first Annual Comprehensive Financial Report, automating the budget process, implementing pooled cash, strengthening internal controls, modernizing monthly financial reporting, and expanding public access to financial information.
Under her leadership, Bellmead has earned six consecutive Government Finance Officers Association Certificates of Achievement for Excellence in Financial Reporting and six consecutive Distinguished Budget Presentation Awards, including special recognition for Performance Measures. The City has also earned four Texas Comptroller Transparency Stars and its fourth Certificate of Distinction for Investment Policy from the Government Treasurers’ Organization of Texas.
Before joining Bellmead, Karen served as Controller for the City of Killeen and Assistant Finance Director for the City of Belton. She holds a Bachelor of Business Administration in Accounting from Texas A&M University and has been a licensed Certified Public Accountant in Texas since 1999.
Karen serves on the GFOAT Board of Directors as the Central Representative and is committed to strengthening the governmental finance profession through professional development, regional engagement, collaboration, and the exchange of practical knowledge. She also serves on the Board of Directors of the Bellmead Chamber of Commerce and as Treasurer of the Sam Houston Chapter of the Daughters of the Republic of Texas.
