This session explores budgeting beyond the municipal environment, providing an overview of the unique structures, requirements, and financial considerations facing counties and other non-municipal political subdivisions. Attendees will examine budgeting fundamentals, revenue and expenditure planning, fund structures, capital planning, forecasting, and statutory requirements, with a closer look at Texas county government and the county budgeting process.
