Julie Behrens

Director of Finance, City of Kerrville

Julie Behrens oversees accounting, budgeting, purchasing, risk management, utility billing, and grant management. Julie brings extensive experience navigating the complexities of municipal budgeting, including personnel costs and public safety compensation during and following the COVID-19 pandemic.

Julie has also played a key role in managing financial aspects of disaster recovery, including funding, reimbursement tracking, and financial reporting following the July 4, 2025 flood and the July 2026 flood events in Kerrville.

Prior to joining the City of Kerrville in 2018, Julie worked in the nonprofit sector. She holds a Bachelor’s Degree from Texas Tech University and is currently pursuing her Certified Public Finance Officer (CPFO) certification.
