Whether you are new to municipal budgeting or need a refresher, come join us for a discussion that will focus on the fundamentals of a developing a municipal budget. Topics will cover the specifics of developing a governmental budget including personnel, capital budgeting, forecasting techniques, revenue and expenditure analysis and communicating the budget message. No Prerequisites are required.

Cancellation Information
Cancellation & Substitute Policy: If you are registered and cannot attend, we encourage you to send a substitute. If you cannot send a substitute, a $100 cancellation fee will be assessed if written cancellation is received by May 19. No refunds will be honored after May 19. Speakers:
Meg Jakubik, Director of Budget Services, Town of Flower Mound
Meg Jakubik, CGFO, holds a Bachelor of Arts degree in History and Political Science from Texas Tech University and a Master of Public Administration from the University of North Texas. She has over 15 years of experience working in government, having served in various departments through her career, including the Police Department, City’s Secretary’s Office, City Manager’s Office, and Finance. As the Director of Budget Services, she is responsible for coordinating the budget process and supervising Grants, Facilities, and Fleet operations for the Town of Flower Mound.
Meg has been a member of GFOAT since 2012 and earned her Certified Government Finance Officer (CGFO) designation in 2014. She is the GFOA Representative for GFOAT, member of the Program Committee and instructor for the GFOAT Budget Academy. She begins her term as Secretary for the GFOAT Board in July 2025. She previously served as the chair of the Communications Committee for GFOAT.

Lupe Orozco, Budget Analyst, City of Keller

Cayce Lay Lamas, Director of Finance, City of Westlake
Cayce Lay Lamas is the Director of Finance for the Town of Westlake. She is responsible for a wonderful team providing finance, accounting, budget, and utility billing services. Cayce has 15 years of local government experience in the DFW area, having previously worked for the cities of Fort Worth and Coppell. She earned her bachelor’s degree from Austin College and her master’s in accounting from the University of Texas at Arlington. Cayce is also a Certified Public Accountant (CPA) in the State of Texas. She is the current chair of the Communications Committee and a member of the Program Committee for the Government Finance Officers Association of Texas (GFOAT). Outside of work, Cayce and her husband, Chris, enjoy bringing their two rescue pit bulls, Pippa and Dottie, anywhere dogs are allowed, attending World Champion Texas Rangers games, and listening to live music.

Continuing Education Credit
Individuals may submit program information to their certifying agency to determine if CEU’s or other credits may be applied. GFOAT does not pre-certify sessions for credit. You may earn up to 16 hours of CPE and No Prerequisites are required.
