Who Will Benefit?

Whether you are new to municipal budgeting or need a refresher, come join us for a discussion that will focus on the fundamentals of a developing a municipal budget. Topics will cover the specifics of developing a governmental budget including personnel, capital budgeting, forecasting techniques, revenue and expenditure analysis and communicating the budget message. No Prerequisites are required.

Cancellation Information

Cancellation & Substitute Policy:  If you are registered and cannot attend, we encourage you to send a substitute.  If you cannot send a substitute, a $100 cancellation fee will be assessed if written cancellation is received by January 12.  No refunds will be honored after January 12. Speakers:

Meg Jakubik, Director of Budget Services, Town of Flower Mound

Meg Jakubik, CGFO, holds a Bachelor of Arts degree in History and Political Science from Texas Tech University and a Master of Public Administration from the University of North Texas.  She has over 15 years of experience working in government, having served in various departments through her career, including the Police Department, City’s Secretary’s Office, City Manager’s Office, and Finance.  As the Director of Budget Services, she is responsible for coordinating the budget process and supervising Grants, Facilities, and Fleet operations for the Town of Flower Mound.

Meg has been a member of GFOAT since 2012 and earned her Certified Government Finance Officer (CGFO) designation in 2014.  She is the GFOA Representative for GFOAT, member of the Program Committee and instructor for the GFOAT Budget Academy.  She begins her term as Secretary for the GFOAT Board in July 2025.  She previously served as the chair of the Communications Committee for GFOAT.

Cayce Lay Lamas, Director of Finance, City of Westlake

Cayce Lay Lamas is the Director of Finance for the Town of Westlake. She is responsible for a wonderful team providing finance, accounting, budget, and utility billing services.  Cayce has 15 years of local government experience in the DFW area, having previously worked for the cities of Fort Worth and Coppell. She earned her bachelor’s degree from Austin College and her master’s in accounting from the University of Texas at Arlington. Cayce is also a Certified Public Accountant (CPA) in the State of Texas. She is the current chair of the Communications Committee and a member of the Program Committee for the Government Finance Officers Association of Texas (GFOAT). Outside of work, Cayce and her husband, Chris, enjoy bringing their two rescue pit bulls, Pippa and Dottie, anywhere dogs are allowed, attending World Champion Texas Rangers games, and listening to live music.

Martie Simpson, Executive Director of GFOAT

Martie Simpson is the Executive Director for the Government Finance Officers Association of Texas. She started her municipal finance career with the City of Killeen in 1997 and finished her career with the city in 2014 as the executive director of finance.  Martie served as the finance director for the City of New Braunfels from 2014 to 2018.  Martie is a Certified Public Accountant with a degree from Baylor University and is a past president for GFOAT.

Collin Boothe, Managing Director of Finance, City of Waco

He has been a member of the GFOAT since 1999.  He is currently a member of the Government Finance Officers Association Committee on Economic Development and Capital Planning.  He is a Certified Government Finance Officer and holds a Bachelor of Arts degree from Baylor University and a Master of Public Administration degree from the University of North Texas.

Susan Morgan, Previous Chief Financial Officer, City of Round Rock

Ms. Morgan has over 35 years’ experience in government and finance, including leadership positions at the municipal, regional, and state level. She recently retired as the Chief Financial Officer for the City of Round Rock in March 2025 where she oversaw all aspects of budgeting, accounting, financial reporting, and treasury management; as well as the City’s municipal court, purchasing, and utility billing departments.  Prior to joining Round Rock in 2015, she served as Finance Director for the City of Georgetown from 2011 to 2015, and 1992 to 1999.  Susan spent several years as a senior financial analyst for HDR Engineering, Inc., performing business and financial consulting to cities and districts. Her other experience includes Chief Financial Officer for the Brazos River Authority, Finance Director for the Texas Water Development Board, and audit staff at Ernst & Young.

Susan is a certified public accountant with a degree in accounting from Texas Tech University. Susan serves as treasurer on the participant advisory board of the Texas Range Investment Program where she has been a long-time board member. She has been a member of GFOAT since 1992 and has served in various board and committee leadership roles, including her current role as the GFOAT representative on the Texas Municipal League Board.  Susan and her husband, David, have two young adult daughters. In addition to her professional work, Susan is an active volunteer with various church and community organizations.

Continuing Education Credit

Individuals may submit program information to their certifying agency to determine if CEU’s or other credits may be applied. GFOAT does not pre-certify sessions for credit. You may earn up to 16 hours of CPE and No Prerequisites are required.

Attire

The conference attire is casual so please dress for comfort. Be sure to bring a sweater or jacket to the sessions in the event the meeting rooms are cold.
